The City of Denton's Pretreatment Program permits waste haulers to regulate and enforce safe practices for the collection, transportation, and disposal of special waste and commercial recyclable materials as outlined in the City of Denton Code of Ordinance, Chapter 24 (Solid Waste) and Chapter 26 (Liquid Waste).
"Special wastes are any solid waste or combination of solid wastes that, because of its quantity, concentration, physical or chemical characteristics, or biological properties, requires special handling and disposal to protect human health or the environment.
If improperly handled, transported, stored, processed, or disposed of or otherwise managed, it may pose a present or potential danger to human health or the environment." Defined by 30 TAC 330.3(155).
