Illicit Discharge Detection and Elimination (IDDE) Our Environmental Investigators manage the IDDE requirements of the City’s Texas Pollution Discharge Elimination System (TPDES) stormwater discharge permit for our municipal separate storm sewer system (MS4).
Our inspectors inspect the MS4 during dry and wet weather events to check for pollution, trace it back to the source, stop it, and require remediation if necessary.
Wayward Encampment and Community Assistance Network (WeCan) WeCan is a network of city departments, community partners, and outreach services that work together to address homelessness in Garland.
WeCan also partners with bordering cities and Dallas and Collin County to prevent the unhouse from being shuffled from one city to another.
